The arguments and ideas the President supports consistently undermine the fabric of the American republic. Everything he has done is in the service of aggrandizing more power to the executive branch in general, and himself in particular. Taken as a whole, this administration has consistently lied about desiring an open debate on the merits of the conduct of their government. Their pernicious policies are at every step restrictive of American liberties. When was the first time Americans complained about the type of behavior the Bush Administration has engaged in?
For depriving us, in many cases, of the benefits of Trial by Jury:
For transporting us beyond Seas to be tried for pretended offences:
And now, who can tell me how it should be obvious from the title that the "President's Statement on Signing of H.R. 2863, the 'Department of Defense, Emergency Supplemental Appropriations to Address Hurricanes in the Gulf of Mexico, and Pandemic Influenza Act, 2006'" contains a similar aggrandization of power and arrogant unilateral abrogation of law?

It's probably wrong, but when I read about Bush saying he can pick and choose which laws to enforce, I think about South Carolina and nullification. If states can't pick and choose, why can the president? Seriously--checks and balances matter. Did someone fail American history?!
Of course, nullification ended with a strong use of presidential power--not helpful in this case.
