That was the slogan for the Hoover administration's 1931 job-creation plan. Unfortunately, this was accomplished by deporting nearly 2 million Mexicans back to Mexico and freeing up there jobs for American citizens. Of course, 60% of the "Mexicans" he deported were actually Mexican-American citizens, born and raised in the good ole' U.S. of A. who had no ties to Mexico and didn't speak Spanish.
I bring it up because California is looking at how to best correct the injustice - apology or reparations. Or perhaps a nice fruit basket.
