Who knows what it means
..but I was struck by the name of this unfortunate bystander's son in the Washington Post. I'm fairly sure that our country is one of a mere handful that could have produced a Rommel Martinez. I look forward to giving my own children similarly incongruous names, like Hjalmar and Olusegun.

They fired a 9mm rifle. Yeah, I know, like every other gun made a 9mm handgun has a rifled barrel. But would you call it a rifle?
On a related note, don't live in Sterling.
Rommel's been in the papers a surprising lot recently, although in a nicer context here.
